Phillip Moore is a fellow in the Supreme Court & Appellate Program at the MacArthur Justice Center. He litigates civil rights cases in federal and state courts around the country. His project focuses on using state constitutional provisions to challenge excessive sentences.
Phillip received his J.D. from the University of Pennsylvania Law School, where he participated in the Advocacy for Racial and Civil Justice Clinic and was an Articles Editor for the Law Review. During law school, he worked for the NAACP Legal Defense Fund and MJC. He also holds a B.A. in Political Science from the University of Chicago.
